In a mixing bowl, combine the chopped spinach, feta cheese, cream cheese, garlic powder, black pepper, and salt. Mix until well combined.
Lay the tortilla flat on a clean surface. Spread the spinach and feta mixture evenly over the tortilla, leaving a small border around the edges.
Starting from one end, roll the tortilla tightly into a log shape.
Slice the rolled tortilla into 1-inch pinwheels.
Place the pinwheels on a baking sheet lined with parchment paper. Brush the tops lightly with olive oil.
Bake in the preheated oven for 15-20 minutes, or until the pinwheels are golden and the cheese is melted.
Remove from the oven and let cool slightly before serving.
