Preheat your oven to 400°F (200°C) and line a baking sheet with parchment paper. Lightly grease the parchment with cooking spray or olive oil.
In a large mixing bowl, combine the chopped broccoli, cheddar cheese, breadcrumbs, Parmesan cheese, eggs, garlic powder, onion powder, salt, black pepper, and red pepper flakes (if using). Mix until all ingredients are well combined.
Using your hands, form the mixture into small balls, about 1 to 1.5 inches in diameter, and place them on the prepared baking sheet.
Bake in the preheated oven for 20-25 minutes, or until the cheese balls are golden brown and crispy on the outside.
Remove from the oven and let cool for a few minutes before serving.
