In a small saucepan, combine the whole milk, Earl Grey tea, and dried lavender. Heat over medium-low until it just begins to simmer. Remove from heat and let steep for 10 minutes.
Strain the milk mixture through a fine mesh sieve to remove the tea leaves and lavender. Allow the milk to cool to room temperature.
In a blender, combine the cooled milk, vanilla ice cream, vanilla extract, and honey (if using). Blend until smooth and creamy.
Pour the milkshake into tall glasses. Top with whipped cream and garnish with lavender sprigs if desired.

Notes
For a stronger tea flavor, increase the steeping time to 15 minutes.
You can also substitute almond milk for a dairy-free version.
For added texture, blend in a handful of ice before serving.
